Belotti caught the eye after scoring 26 Serie A goals for Mid-table Torino last season, but Cairo insits that the club are not looking to sell their best player this summer.
Cairo also told the press that the Turin-based side are by no means a one-man team.
'Belotti's confirmation is important for the group, but there are plenty of others like [Salvatore] Sirigu, [Davide] Zappacosta, [Daniele] Baselli, [Antonio] Barreca, [Marco] Benassi, Iago [Falque], and [Adem] Ljajic,' he explained.
'Simply reducing Torino to Belotti is too small. If he scored so many goals it's because someone helped him to do so. Torino are made of much more.'
Despite Cairo's assertions that Belotti is going nowhere, Torino will not be able to do anything if cash rich AC invoke the player's €100million (£89.5m) release clause, though there is no indication at this point that they will do so.
